I just tested menu_rext, QD, Qpac2, etc - all in their latest incarnations - on Q-Emulator with JS ROM and the latest ptr_gen, wman, and hot_rext. I cant see a problem. The thing here is to ensure your different software is in synch: If you update one, you may have to update the others!

Looking at Marcel's version number history on his blog https://www.kilgus.net/smsqe/qmenu/ I can see that there is mention of an issue with QDOS compatibility in one or two recent versions, e.g. v8.03
Always worth checking history lists like this for any issues specific to certain versions, so you can check if updating to newer versions is likely to address an issue.
As talented a programmer as Marcel is, it is worth mentioning that he is trying to update software written by someone else, never an easy task.

100 TK2_EXT : REM only if required on your system
110 LRESPR flp1_ptr_gen : REM pointer interface
120 LRESPR flp1_wman : REM Window Manager
130 LRESPR flp1_hot_rext : REM Hotkeys
140 LRESPR flp1_menu_rext : REMark Menu Extension
150 REM install any other extensions
150 HOT_GO : REM start the hotkey system after all extensions installed.
160 REM EXEC the main program.
If you have screen accelerators like Lightning or Speedscreen, check their documentation for the order in which they should be installed and initialised. There are some articles out there about building and creating your BOOT programs, some of the QL magazines ran whole articles on the subject.
Sounds a bit like teaching granny to suck eggs sometimes, I know, then someone asks and I realise that not everyone is aware of that.

I always thought that a non-SMSQ/E system, would not run WMAN2, but, seems I was mistaken.
I downloaded: PTR_GEN 2.06, WMAN v2.08, HOT_REXT v2.31
I added these files to my sQLux/Q-emulator Minerva v1.98, setup, which loaded the recent versions of QPC2 v1.47, MENU_REXT v8.05, QD 2018-B.07, SYSMON v2.09... so all the same EE applications I use in SMSQ/E, in

Here is the updated EE with WMAN2 running in sQLux 16Mb, 1024x512 All seems to work nicely.
The only problem I have is getting QD to run Minerva Multibasic
