I had a quick look at the ROM dump - unfortunately it is the Metacomco C EPROM (v3.02) so nothing to do with Prospero.
From memory the QL does not show a banner for the Metacomco EPROMs - they are simply called as part of the compilation process (as a form of copy protection presumably)

Metacomco C remains subject to their copyright. I have tried reaching out to Peter Mackeonis (former Metacomco owner) a couple of times but get no response.

Other than for pure preservation, I don't think this compiler is really worth using in the 21st century, with the much better C68 around.
