Can someone compile this for me?

Hi all,
I'm wondering if any of you know how to compile this for me:

It's platotermzx for the ZX Spectrum, there is a TAP version 1.2, but this would compile version 1.3
I do not know how to use a make file.
If someone could please make me the IF1 version and the RS232 version, I would greatly appreciate that.
