For dev_use driver v2.05 the correct syntax is:
DEV_USE flp
OR
DEV_USE "flp"
tested on QEmulator and it works

Out of interest, with or without Hotkey System II (wasn't 100% sure if Tobias was referring to v2.05 or the earlier version on my site).
