Did you not fancy putting the latch into the GAL as well? You have spare pins, but you would need to free up pin 1 as a clock input, feed it from the select output for the 175 latch, and WinCUPL should select combinatorial mode, as you have both registered and non registered logic then.

I am able to read and write Floppies using a USB floppy drive on Windows 11 Pro. Always worked on Windows 7, and XP and Windows 2000 and NT4 and 98/95 too. I keep a couple of old Windows machines just in case of such compatibility issues - as my 2 large programmers only support upto XP, and ZIP driv...

I am wondering if relying on the input / output labels to do the negation is not working.

FDC select is active only when DSL (OE) is low, and CE is low (capsule selected) and A14 and A13 are both high

What logic compiler are you using?

In the Qimsi mode (just boot from a different micro SD card without the files that make it work like a gold card), it will be compatible with almost anything that doesn't use the ROM port or it's address space from 0x0C000-0x0FFFF. And I say almost - because if your device provided a Win type device...
