OK, In the ZIP file attached there is the GAL program with a Enable pin. (a .JED file for direct program the gal and a .PLD program for compile with winculp) To work as a memory upgrade, PIN 2 should be conected to 5V, if it's conected to 0V, the memory expansion will be disable. Yes that looks right.
I notice on the 3D model of the plastic upper part, it should be higher, actually about 21mm in height (they are quite chunky). This is probably to allow enough space for the EPROM(S) to be socketed.

If you want to check your PCB size specs: The original board is 84mm long by 38mm wide. The circular cut-outs are 8mm diameter at the widest part (the edge of the PCB) and are 5mm deep into the PCB, therefore the distance at the narrowest part of the PCB from one cut out to the cut out on the other ...
