I would at least try a logic probe on eprom select (pin 22 /OE) to see if after a reset it is at least polled to help start narrowing problem down.

One of them is leading QLNET and one is a "detection" pin.
The other two could be used with such a connector board. Possibly one as R/W and one as a chip select.

Oh I hadn't noticed the 68HC001FN16, so in the 8 bit data bus mode it provides the all important A0 for the QL (IIRC Gold card ingot has to deal with that).
