please, May you show a photo of the naked socket? Without IC. Before go harder with another focus (that of course, higly probably will be another issue), but (at least in my experiece) sockets are really really tricky too often. You have check out the connections between sockets pins and the counter...

Clean de socket. First thing to do. Check socket pins connection Second thing to do. Check IC plugged into the socket pin connection (from leds from the IC to the board socket pin). Third thing to do. Check the IC that you have used have not internal shortcuts. Last thing to do. When it was working...

What doubt do you have about screws?.
What is about the header?
and what is about the IDC cable?

I need some extra details to help you with your doubts.

Perhaps you could suggest to the customer to change the socket and clips (cables) for an IDC low profile connector (or similar) and so on.
