If there is no device entered on the command line, the Toolkit 2 default is used. I didn't catch this, but my little boot program mock-up that runs both versions of QStar on one microdrive actually didn't work without the ROM version of Toolkit 2 installed (I had done it in an emulator, though I thought I had tested it by configuring with 128K and no ROM add-ons...curious). In most cases, it is just better to link TK2 (or any other used toolkit) into the compiled binary instead of loading it in BOOT. That means once your program is done, it will be gone again.
